Noonan & Mc Dowell, Inc. was founded in 1986 by John L. Noonan P.L.S.-P.E. and Malcolm P. Mc Dowell, P.L.S.-P.E. with the intention of combining their individual skills and knowledge in the formation of Land Surveying and Civil Engineering firm dedicated to providing clients with well conceived and executed products at reasonable costs.  To achieve this objective the principals adopted a philosophy of personal involvement, commitment to exploring, learning, and acquiring new technologies, and maintaining a small but stable employee group excelling in their professions. 

We recognize that in addition to quality, the attribute most important to a successful project is timely performance.  This aspect can offset any savings anticipated by an initial low cost estimate.  Careful planning, knowledge of the complex regulatory requirements and procedures unique to each endeavor, and an honest evaluation of a projects limits within the community and natural resource which it will occupy, are parameters necessary to the determination of a meaningful time schedule.

The principals maintain active participation in all phases of conception, presentation, and design.  By providing direct access to a registered professional who can authoritatively respond to issues raised by regulating agencies often precludes delays caused by continuances and misinterpretations of project intent.
